The aim is to override obstacles that have delayed implementation

The Thai government announced that it is ready to invoke Article 44 of the constitution to override any obstacles to the Chinese-built high-speed railway reports The Nation.
The report states, “Prime Minister Prayut Chan-o-cha invoked the powerful article of the interim constitution so that legal impediments slowing the project can be bypassed. These involve government procurements and working licenses for Chinese engineers, among other items.”
Article 44 of the constitution gives the military junta absolute power to give any order deemed necessary to “strengthen public unity and harmony” or to prevent any act that undermines public peace.
Deputy Prime Minister Somkid Jatusripitak said to The Nation on Friday that the use of Article 44 would get the long-delayed project off the ground.
Critics have voiced their concern over the use of Article 44 saying that it makes Thailand vulnerable to China as the latter may take advantage of the legal loopholes.
